Bad time to divide Phyllostachys - plants have soft new canes & leaves which are easily damaged if moved or divided and the sun is too strong.  Good time to dig or divide Bambusas and Dendrocalamus as long as they haven't started to put out new shoots.  Too late to dig or divide Otateas and Semiarundinarias because they are starting to put out new shoots.  Bamboo in 15" diameter or smaller pots need some shade to protect them from the strong summer sun.  Any bamboo which loses leaves, has a yellowish look and curled-up leaves needs to be given more shade and water where it is growing or moved to a more shady location for the summer.   Daily, twice daily watering or constant drip on plants in the ground will produce spectacular new growth.
